OPERATION READINESS CHECK

Operational Readiness is an important element of the successful project completion. In many project organizations, activities to prepare for commissioning & start-up of new facilities are beyond the authority of the project manager which commonly concentrates more on the engineering, procurement, and construction facilities. The task of preparing the operations of a new facility is carried out by the manager responsible for start-up or operating the facility. These managerial tasks are often late close to the deadline of the project, so the operational setup activities are carried out in a limited time at the end of the project with thousands of activities to be done. Therefore, operational readiness activities are often found to be carried out with poor safety, quality, and integrity which can lead to the start-up failure or not smooth transition from project to the operation.

Assistance services aim to organize operational readiness plans by checking or preparing documents or activities required for Ready For Operations (RFO).

This service is focused on the "cold eye" review or analysis as a 3rd independent party on important documents that concentrate on early operational identification and risk mitigation of the facilities to be built on the project.

Checking of Operation Readiness Plan on EPC Contract Document

Checking EPC Project Contract Documents to identify, examine, and provide input on all operational readiness plans included in the contract documents, such as:

  • Contractor's plan for Project Schedule including Pre-Commissioning & Commissioning Schedules
  • Contractor's plan for Project Schedule including Pre-Commissioning & Commissioning Schedule
  • Contractor's plan for the System Completion for the Handover Process from Contractor to the Project Owner.

Checking Operational Readiness and Needs on EPC Contractor technical documents and activities

  • Check Main Technical Documents (e.g., PFD, P&ID, Plot Plan/Layout, General Arrangement Drawing, One Line Diagram, etc.),
  • Check Process Control System (e.g., Control System, Shutdown System, Fire & Alarm System), including Cause & Effect Diagram.
  • Participate in RAM (Reliability, Availability, Maintainability) study
  • Participate in 3D Model Review
