Do we know that from an Investor/Project Owner/EPC Contractor's perspective, Pre-commissioning, Commissioning & Start-up phases can be used as indicators for the success or failure of a project? When a project has successfully conducted the Commissioning and Start-up, it is likely that the project will also be financially successful, indicated by the investor or Project Owner immediately receiving the return on capital spent and/or the EPC Contractor receiving the entire payment of the project undertaken. Vice versa, when a project fails to carry out Commissioning and Start-up, the project also possibly fails or is delayed to be financially successful both from the Investor/Project Owner and EPC Contractor side.
The lack of management experts in Pre-commissioning, Commissioning & Start-up in Indonesia often causes project failures or delays due to poor planning and execution of pre-commissioning, commissioning, and start-up from the Project Owner and Contractor side.
